The Bangladesh National Qualifications Framework (BNQF) is a comprehensive, internationally benchmarked system designed to reform the national education and training landscape. It standardizes all educational and vocational qualifications across the country into a single continuum to improve the employability and mobility of graduates for both domestic and international markets.
The framework is organized into ten distinct levels that harmonize different educational streams. Levels one through four focus on National Skills Certificates that prepare learners for basic to highly skilled craftsmanship, while levels five and six encompass supervisory and mid-level management roles through higher secondary certificates or diplomas. The higher education sector spans levels seven through ten, progressing from Bachelor’s degrees up to Master’s and Doctoral qualifications.
A key feature of the BNQF is its flexible learning pathways, which allow individuals to move vertically within their chosen field or transition horizontally between general education and technical sectors using bridging programs. Furthermore, the framework strongly supports lifelong learning through the Recognition of Prior Learning (RPL). This specific mechanism allows workers in the informal sector to officially validate the skills they have acquired outside of formal schooling and earn recognized certificates at any level.
To ensure consistent standards, the framework relies on Competency-Based Training and Assessment (CBT&A) for technical levels, evaluating students on practical workplace performance rather than traditional theory.
