A Unit of Competency (UoC) is the fundamental building block of a Competency Standard within the Competency-Based Training and Assessment (CBT&A) framework. It represents a discrete, observable, and measurable workplace task or function that holds distinct value to an employer. Rather than describing an entire occupation at once, a UoC isolates a specific activity—such as “Operate a lathe machine,” “Perform workplace safety procedures,” or “Conduct a training needs analysis”—that has a clear beginning, middle, and end. Because each unit stands alone as a complete operational task, UoCs allow national qualifications frameworks (like Bangladesh’s BNQF/NTVQF) to be highly modular. Learners do not necessarily have to complete a multi-year diploma in one sitting; they can acquire, master, and be formally assessed on individual UoCs cumulatively over time.
Internally, a Unit of Competency is structured with rigorous granularity to eliminate instructional and assessment ambiguity. It is logically broken down into Elements, which outline the sequential, major steps required to complete the broader task. Each Element is anchored by specific Performance Criteria (PCs)—the exact quality, safety, and operational metrics that a worker must meet to be deemed competent. To provide context, the unit includes a Range of Variables that defines the specific tools, equipment, or environmental conditions under which the competency applies, and an Evidence Guide that directs assessors on what critical underpinning knowledge and physical demonstrations must be verified. This strict anatomy ensures that a UoC acts as both a precise instructional target for trainers and a strict evaluation rubric for assessors.
Within a full Training Package or National Occupational Standard (NOS), UoCs are typically categorized into three tiers to build a well-rounded professional. Generic (or Basic) Competencies cover universal employability skills like communication, teamwork, and occupational health and safety (OHS). Sector-Specific (or Common) Competencies include foundational skills relevant to an entire industry cluster, such as technical drawing for the construction sector or hygiene protocols for hospitality. Finally, Occupation-Specific (or Core) Competencies define the specialized, highly technical skills unique to a specific trade. This modular categorization allows Industry Skills Councils (ISCs) and regulatory bodies to swiftly update or swap out individual technical UoCs as technology evolves, without needing to rewrite the foundational elements, thereby keeping the TVET ecosystem agile and deeply responsive to shifting market demands.
