This reliance on mukhosto bidya, or rote memorization, fails to produce the resilient, adaptable workforce required by the modern kormokhetro, the dynamic workplace of the 21st century. This paper introduces the A.C.T.I.V.E. Cycle, Anticipate & Abandon, Comprehend, Tailor, Implement, Validate, Elevate, as a comprehensive theoretical framework designed to replace linear education models. Rooted deeply in behavioral psychology, continuous competency-based training and assessment (CBT&A), and systemic occupational standards, the A.C.T.I.V.E. Cycle provides a definitive roadmap for transforming passive learners into innovative practitioners. By actively integrating phases of cognitive unlearning and rigorous outcome evaluation, this framework bridges the critical gap between academic theory and high-stakes real-world implementation, ultimately fostering a culture of lifelong mastery and entrepreneurial resilience.
