The Bangladesh Quality Apprenticeship Framework (BQAF) Transitioning Informal Skills to Formal Qualifications through Dual-Delivery and Competency-Based Training

The Bangladesh Quality Apprenticeship Framework (BQAF) is proposed as a comprehensive, scalable model designed to formalize, regulate, and elevate the apprenticeship system in Bangladesh. Synthesizing the robust industry integration of the German dual-education system, the formalized delivery structures of the Australian model, and the normative safeguards of the ILO Quality Apprenticeships Recommendation, 2023 (No. 208), the BQAF provides a tailored blueprint for the Bangladeshi context.
Crucially, this framework is engineered to align seamlessly with the National Technical and Vocational Qualifications Framework (NTVQF) and the overarching Bangladesh National Qualifications Framework (BNQF). By establishing formalized tripartite agreements, integrating competency-based training and assessment (CBT&A) methodologies, and capacity-building for enterprise-level Master Craftspersons (MCPs), the BQAF aims to facilitate the transition of youth from unregulated informal work to certified, decent employment. The framework prioritizes key growth and demand-driven sectors, including Construction, Tourism and Hospitality, the Care Economy, ICT and Digital Marketing, Light Engineering, and Tailoring & Dressmaking, integrating technical proficiency with essential social cohesion and life skills modules.
